「作為國際社會負責任的一員，台灣將竭盡所能與世界衛生組織（WHO）及全球衛生領袖合作，確保人人都能享有健康的生活與工作環境...我們呼籲世界衛生組織與相關單位認可台灣長年在公衛、疾病防治與醫療人權等領域對國際社會作出的貢獻，將台灣納入WHO，也讓台灣參與WHO各項會議、機制與活動。」
